Skill brackets were literally based on the average mmr of game.
Since it was inaccurate, they just added the average rank of game based on mmr.
FYI
Normal -> below 3200
High -> 3200 - 3800
Very high -> above 3800
This is more accurate since it doesn't give random heralds confidence boost that they are in same bracket as ppl 2k mmr above them.
