Valve pretty much treats any new successful account as a smurf. There was something about all the smurfs before X date were grandfathered in to the system and "Safe" while all the new smurf accounts are being absolutely shit on by the smurf algorithm. I think if you play enough games and have average statistics it will eventually regulate. Unless you really are a smurf and going like 20-2 every game in which case you are screwed.
They won't move the crapheads to the shitty bot matches until they reach level 10 in bot matches. Pretty much they'll not do anything because they need new players to buy skins and people without any skills would buy lots of skins if they are really stupid.
TL;DR: The richer they are, the stupider they are. Valve doesn't care, they're using all the stupid skin buyers as investment for their VR headsets and new Gadgets which will fail but HalfLife 3 (Alyx) will save them if no one ever pirated it.
