Err? Shadow Shaman, Lion and Dazzle (with shard) all have the ability to hex without sheep stick. Otherwise you may see people 'hex' themselves with pig-stick (neutral item).

i've seen at least 3 games where carry hexes someone. why would the enemy hex themselves?

Probably some good old cheat engine, that or its the dota 2 devs just goofing around again in games. It happeneds

There's an hex neutral item where it hex u in hit. Prob that happened. I don't remember if they removed it, tho.
