Lets look at basic counter play. By level 3 Huskar has some advantage to TA in lane, basically more innate harass and bit more regen. When TA gets meld Huskar gets Inner fire. Every time you walk up with your 150 range to try and land your meld that takes 1 second to go off he will simply disarm you, reveal you out of invis and cancel meld, and spear you several times.
Therefor by most basic analysis of a matchup what you said is complete low skil bulshit to why TA should STOMP Huskar in lane, and any human being mid player will tell you exact same thing.
