Depends on your play style and whether or not you can make the hero work in your bracket. I like Sven and Jugg, for instance, because of their potential to split push and kill enemy heroes in a second or two.

Phantom Assassin and Sven. Absolutely ridiculous heroes.
And then there is Spectre. She can outcarry anyone provided the game goes late enough.

TB is very overrated. He got nerfed multiple times. His push is not even that good anymore. He is only good for farming and damage and he has a huge-ass cooldown to work around and pitiful HP. Troll is the best carry right now in my opinion.
Best tank in the game is probably a lvl 25 qop with the 70% spellsteal talent, octarine, radiance, shivas, mjonnir, BoT, heart. She would be harder to kill than a 6-slotted BB.
Looking at how many answers you got, seems that carry role is balanced. Seems that you have to pick the RIGHT carry for the draft.
But... As long as I can see 7k smurfs spam Ursa or Ember magic build. So snowballing heros.
