Approach whatever organization that takes care of workers in your position. I may not know a lot of things but one thing I do know is that it's very unlikely someone will seriously answer you in a video game forum.
what kind of organization do you work in? any normal company has policies in place, if he actually owes you money it'll be documented and you just go to hr and get it. If they don't give you what you're due any lawyer will recover it for you.
If it's not documented or you're working for like two man company idk how you get it.
Just confront him about it and see if u can get him to give it
Else approach a lawyer or a superior to ur boss that can help u
If you have contracts (signed documents whatever) he can be liable just report him or threaten to sue him, and he can't force you to stay at your job, you can report it to department of labor and employment or something or go to the bureau of investigation.

My boss is an autistic (confirmed by a professional detective which also is a character analyst) and he owe me about 4K7 USD.
He held the money and didn't want to let me quit this job. (I got another better job offer,direct invited by a company boss)
