Dota 2 actually uses a lot of ram now a days, ever since Dota reborn came out. I wouldn't trust those 2 gigs of ram, especially DDR2 ram.
Not to mention that's a laptop, you'll get lower FPS once it starts heating up from long play sessions, which might in turn make the game less playable. 1GB video card is good, but I don't see how you're going to "upgrade" a laptop, 95% of laptops don't allow you to change the GPU, only add ram if you're lucky. Those specs are trash, so I doubt that's a high tech upgrade-able laptop, whoever told you it's upgrade-able in that third world country is probably lying, maybe the ram only at best. Just save up for a better laptop, most laptop can run Dota nowadays, it's 2016, i'm sure even if you're not very well off, if you save your money, later in the year you can buy a laptop 5x better than that.
you can. im using 2 gb ram and intel celeron b820 @1.70ghz. im sure your motherboard is better than me so i think you can run it smoothly. my fps is around 40-50
