That spec is pretty weak imo. You can play but not smoothly even at the lowest settings. I recommend atleast 4gb RAM and 2gb videocard.
If you don't provide you EXACT CPU and GPU, then noone will be able to tell you if dota works or not.
Yeah, you can play it with a 1 GB video card easily, but i'm not completely sure cause ever since reborn came out, the game has been a lot more CPU intensive than it once was, probably because of UI having much more going on in it, and various other little factors. You can probably play it on lowest settings. I was able to run the original Dota 2 with an integrated ATI 4200 at all lowest + low resolution settings, i'm pretty sure you can play Dota at low settings no problem, not sure how much FPS you'll get though, but it will be playable. If you tell me that exact model number of your laptop, i can easily give you an estimation on how it might run.
I had a laptop and its great for going to friends's houses and having lan parties all night long but it's a better, long-term investment to have a desktop and upgrade it slowly over time. Imagine that you can easily destroy a laptop by cleaning its keyboard with some cleansing liquid or even water. Buy a dektop and you'll thank me later.
A brand new desktop with skylake 6th generation cpu g4400 dual core, 8gb ram ddr4 2133mhz, maybe a used R7 260,Gtx 650,650ti,750 gpu, a thermaltake/coolermaster 500w psu and you will be jet for 300$. Go to people on reddit (https://www.reddit.com/r/buildapc) and they will help you out.
