AFAIK there are 4 types of MMR systems. Unranked solo and party, and Ranked solo and party. The skill levels depend on what type of match you play, and what your MMR is in that type of match. From what I've seen, normal skill is somewhere below 3k, high is around 3k-3.7k and very high is above 3.7k. There is no low skill.

As a player who has played at 2k MMR all the up through 4k, this is what I've found. I am by no means an expert, but I believe this is accurate information.

^3.2 is high. 3.1 is normal

Normal = you suck
High = you still suck but not as much
Very high = ok mb ur k
