I made a little widget for my pc which using webparser gets all the info from my profile, so I don't have to go to the website and check it myself everytime.
Regarding your question - I have no idea is there is one AVAILABLE to use for regular people. Just wait until someone from DB team comes us with an answer.

AFAIK dotabuff don't expose any API, you'll have to use the Valve one.
I wish DotaBuff would offer a simple REST style API to its data for paying customers. Screen scraping is cumbersome and error prone. I would bet that DotaBuff could offer a variety of very interesting statistical data in this way. One more reason to pay for Plus.
