Ill respond for the items you asked about, I guess.
Euls and Blink:
If they have channelling spells which are a nuisance. (WD ult)
If you need to get solo pickoffs.
If the enemy has spells which you can purge off of yourself with it
Completely pointless to get this if you cant do the combo perfectly though.
Mek:
You need to be tanky and wanna push early with team and force fights, generally when you have better teamfight. Since you're in normal skill, dont even bother with this. No one's gonna push early or force fights.
SB:
Pickoff/Initiation and a free get out of jail card in lower tiers.
Generally nice if your team doesn't have another invis hero, and they have greedy supports who need items or could benifit greatly from items, and would be hampered by having to buy detection.
^Those are all either/or options.
Get a bkb in games where they have a fair bit of magical damage or they have decent lockdown.
Starting items: Tango - Heal - 3x branch
Early game: Boots, Aquila, Bottle
Then: Shadow blade or blink (SB preferably if you dont have other invis heroes on your team), desolator, daedalus, skadi, assault, bkb depending what enemy team has and what you need.
Desolator if youre running over the enemy team without a problem and looking to push towers quick, Skadi if youre troubled in team fights, BKB if other team has lots of nukes, lockdowns, stuns, daedalus is just to add extra damage and crit to the bunch. Eventually get SB into Silver Edge if youre getting 6 slotted.
Skillbuild: Necromastery - Shadowraze - Necromastery - Shadowraze - Necromastery - Shadowraze - Necromastery - Shadowraze -Presence of the Dark Lord - Requiem of Souls - Requiem of Souls - Presence of the Dark Lord - Presence of the Dark Lord - Presence of the Dark Lord - Level stat agility - Requiem of Souls

Is this a hero that even requires tips?
Don't die at level 1-2 and poof you won laning phase at worst you can clear jungle easy.
I find a 2-1 build at lvl 3 helps the laning phase a bit better than double necromastery. With the raze dmg pretty decent at lvl 2, if i have it at lvl 3, i can control my lane and it makes cs easier.
^i guess this choice depends on how good ur lane opponent is and how many souls u get by the time u reach lvl3. there is no such thing as "best sf skillbuild".
@abunai aite pretty sure 2 1 at lvl 3 is the normal way, if you have been doing 1 2 you have been doing it very wrong.
raze>necromastery
If you're cs-ing well and you're already dominating the mid so much that he plays passive, then sure get souls at lvl 3 for more souls more domination.
For the more even lanes I feel the lvl 2 raze helps zone out at the cost of more right click for some time.
Item that I rarely see SF pick up which I think is good is S&Y. Also mek is probably your best first item as you have such big mana pool and you can force alot of engagements by simply grouping up at their T1 and pushing. If they dont have a mek and you do its an instatly won fight unless you fuckup bigtime

I will start that by saying i am not bad, but horrible at this hero. Seriously, my winrate is abysmal with him.
i really like the idea of the hero, tho many times the item build are weird, i mean, i never know what items suit the given scenario, like when i go for euls? when i go mek? when i go shadow blade, or when i go blink etc, maybe i really need BKB to survive or smth.
Also i dont know when to farm or when to fight
So i really enjoy the hero or the idea behind him but i dont really understand it.
Any tips are welcome
