zeus is awsome top tier hero and great offlane. Try blocking the creeps after the first wave. People usually just block the first wave then stand there with their cock in hand getting rekt. If you are good . walk back to base and repeat first block. Win game. Happy time.

go boots first, use arc to disrupt pulls if possible (vision), if they are just harassing you rebock the lane but leave the range creep

max q is awful either go 230 (for last hit on range creep after 3 arcs) or 131
well that is true but then more often than not you want to have your w cuz its pretty easy to get kills with any rotation, plus he can apply lots of pressure on the core if the supports leave to rotate with just tranq sr bolt spam
ure already level starved, even if u dedicate 4 levels in arc you still need 400 mana to clear one stack of camps,probably giving you 1 1/2 levels or something, its barely worth it and if you want it to be sustainable you need arc sr which isnt always possible if the offlane is hard
