u need more games on your current level. division measures average level of your games (those ones played when u had lower mmr also count). if you played on given hero only after reaching 5k, u would have been diamond 10.
also, divisions upgrade very, very slowly.

I have 180ms at US east, kinda hard to play at high level there :/

not like you can enjoy games in SA either.

I'd take 180 ms over SA skill any day

^ MMR isnt everything, MMR is temporary

0.5 sec delay every action on US servers

just 0.5? lol. sometimes i got higher delay on my best server.
