I´m only with 2 heroes in the top 500 but in my opinion:
be over 70-80% winrate and play games marked as "very high skill". The closest I got was 122 with Deathprophet 81% winrate, 32 games played, Success rate (dotabuff plus) 79%.

4200 mmr and Number 31 for chen in top 100 :)

Start a new account, play against scrubs and get 10.00KDA for LINA. GG.
