Well, it's not even russians the problem, everyone can be toxic, not only them. The major problem is that, when you select english preference, some people just speak other languages, like spanish, russian, italian, ect. That is the problem :/ Reports should be permanent, just like commends, and match toxic players with toxic players. That's what i think.
How about fix their servers before blocking their IP?
Most of the time they move to other servers because their own servers are shit and it's not just Russia there are also problems in Sea servers, south America severs...

what they need to do is prevent players doing calibration in ranked not being able to pick zeus and tinker, punish acc buyers, suspend intentional griefers for 7 days, remove techies from ranked (since techies pickers just love to grief)

What would fix 90% of the problem is an auto translator, but of course that's not going to happen.
Russians are far from worst players in Dota, yes they are some really retarded ones, but overall it's managable and sometimes even fun. I would block South Americans tho.
