Most of the time you're not 1v1 Axe forces bristle to face him in the same way legion does which gives the team a chance to force him down. I would say it boils down to the player though bristle does have the spammable skills to perhaps win if they're in a 1v1 lane.
As an Axe I have a 67% winrate vs bristles and an 58% winrate as legion who I also play more as a lockdown utility then as a carry
Like I said. You can't call a hero a counter to another for just countering it at an specific point of the game. Yes, Axe will have a hard time against a BB in lane, but put them in a teamfight where BB wants to be moving around spamming quills and being annoying but can't do it because he was taunted and is now facing the enemy team without being able to spam and having no damage reduction.

amazingly enough, dota isn't a 1v1 game.
Snot is actually quite strong against axe before he has his items built up. Maxing W and then Q is the way to go against Axe for that reason. In a 1v1 he can just put all the goo stacks on you and you have no armor.
i would hardly build bristleback for 1v1s, i dont even like taking goo beyond level 1 until mid-late anyway
as long as bristle can dodge the call he can handle axe very well in teamfights
side note, it is generally better to never get level 4 snot. Its like 3% difference. +2 to stats is better.
