Valve closed dotabuff's access to replays thus they can't give you download link.
However, there is a way to download from browser.
Run the game using -console command.
Go to the match you want it's replay, click download and wait
Then bring up the console using the hotkey you set in the options, you can see the replay's url in the console.
Copy that url and paste it in your browser to download it directly

I can not download replay within the game, then watched as the solution dotabuff, but now the game is going to download.
Always download from my mistake.
EX: it starts downloading but for the 10% or 20% of all new starts and never ends.
