                                It is a reaction in the sense that information goes into the eye, past the brain, to the fingers. I'm distinguishing this from a reflex where motor neurons respond to a stimulus locally before sending information to the brain. In this sense typical studies of "reaction time" would claim about 0.1 seconds is the limit of human nerve speed - but I think they are measuring it incorrectly.

                                But it is not the same kind of processing where the pro player really "thinks" and "decides" what to do wth new information. You are correct it is a sub-conscious process developed from practicing that exact situation tens of thousands, possibly even a million times.
                                That is why it is so fast. The body adjusts to deal with the environment. Nerve pathways that are used a lot get priority, get parallel processing reinforcement built. If fact, cells can even adjust the quantum states of atoms within molecules to optimize the molecules performance. Plant cells do this to optimize photosynthesis adjusting the shape of their pigment molecules to be better receivers of the colors of light they tend to get. So I expect that with the years of intense practice a pro dota player puts in their body becomes optimized for playing dota right down to the sub-atomic level.
