The wiki clarifies that even more:
"Thirst grants 0.666%/1.333%/2%/2.666% movement speed and 0.666/1.333/2/2.666 attack damage for every 5% hp missing on an enemy hero.
This means the max movement speed and attack damage cap per hero is reached when the hero is below 25% health."
I do think that the ms buff would make a huge difference especially against an SF where you can dodge the razes. If BS had 400-500 ms in lane, landing a double raze is next to impossible.
I think that a better way to win against bloodseeker mid using sf. Is to spam raze. Early on get 2 branches and at level 1 go for raze. With 3 successful raze kills on creeps, you will get bottle. Once you get bottle you can spam raze. By spamming raze blood would play more passively if you successfully hit each one of them. Pretty much how Arteezy plays sf, rushing for early bottle gives you a huge advantage.

You should watch some pro mid heroes play SF (Dendi, Sumail, Ferrari, RTZ etc). It is very important to get those early last hits to gain damage. If you're laning against a BS, make sure to manipulate the creep wave: Get a good block and right click BS so the enemy creeps come towards you. You'll get your last hits and BS will get his but you tend to have the advantage due to your souls. Keep doing the same until you have enough souls and then you can harass BS out of lane. It's not really that hard.
Early bloodseeker is weak vs heavy burst, im not a great BS but i do like him and play alot of him and pre blademail/sny you just melt to zeus, skywrath etc or any ranges tanky hero like viper, if you are both same farm/lvl hes rather squishy even more if he bloodrage him or you. The reason why hes so strong in pub is because people in laning phase just buy 4 tangos and after that stays at half hp for 2-3 mins so bs becomes a racecar with rapier. Also notice that when bs mids he gets 6 very fast and nobody buys tp around min 4-6 so his first few ganks are almost 100% sure to work.
Hes just very noob friendly and hard to fail if you play decent, much like troll and sniper 6.83.
a 1v1 matchup with bloodseeker is stupid. given a full enemy team of 5 heroes most of which will maintain about 80% hp during lane you're going to have a full 20 dmg and ~70 ms bonus at lvl 3. In a 1v1 you might just be better maxing silence..
As far as dealing with him mid he is extremely weak lvl 1-2, and is turbo dumpstered by viper/leshrac. SF is going to need to rack up cs with razes, however BS should be a very easy gank with a +1 and 3 razes, hes got no escape.

Also skill razes first, try to use them efficient and since he will be diving with bloodrage if you hit razes it will damage him so fucking much. I dont play mid and shadowfiend very often but i would just come to mid to guard you as a support i guess.

Mute people who flame you for not ganking as SF. You want max souls and max raze and preferably your ult before you hit a sidelane. If you get a good gank rune you can make something happen but chances are you will just walk past a ward and the enemies on the sidelane will hide under their tower and waste your time.

im tired, and was wrong, anyways... vitalic only managed to hit me once and i still think its ~50/50
and at 10/20 dmg per hit at level 4, not much different than it went. I think i will try with armor passive raze raze, necromastery, raze next time

You should use aggro either way. Also learn how to CS under tower, there are a couple of videos on YouTube
