HE has a lot of nuke potential i like playing with him, i havent played him yet and it will take me a while to because i dont play support and i think that is were he is best. I think terrorblade is really strong, he pushs fast and is easy to get kills with

Like many heros, except lots of people underestimate this hero (Most deadly from level 7 upwards, hence its an amazing solo offlaner)
I like him versus a lot of heroes! If they have a TA mid and you need a solo offlaner he's definitely your guy. Fills a shockingly similar role to Timbersaw actually, trading one kind of survivability for another. His escape/chase has a huge cooldown but is unconditional which I like, and you don't actually need mana boots to be able to perform for your team.
Goes great with Void. Dive throw birds and ulti(6 seconds). Void drops Chrono on top of you and goes to town. Chrono ends and your stun lands, clean up any stragglers.
Phoenix is good, imo.
I wouldn't find the hero weak, got 1 skill to negate right click dmg and an escape.
I normally get tranquils first then get urn and proceed to roam around lanes to set up kills.
I usually go straight to heart by getting reaver as it boosts the dmg of the sun ray skill.
Phoenix damage is very good, his late game combo with shiva's and veil then QW ulti makes a fantastic initiation especially when followed up by tides ulti. (Proof)- http://dotabuff.com/matches/544512735
I only use Phoenix. Phoenix is a great hero in any lineup.
People that tell you to buy Mekansm on Phoenix are noobs. Just ignore them or report them.
Phoenix standard item build is:
Tranquil Boots -> Shiva
After that, you don't really need any other items. You can rotate into full support role at that point buying wards. You might want to buy a ghost scepter or BKB depending on their lineup.
A heart is really unnecessary on Phoenix. I only get it when I have too much money (which is usually almost every game since I wreck many teams with her).

http://dotabuff.com/matches/574313948 - Another match where i went necro book for split push worked well. As you can see hero dmg high again.
Edit - Wind runner is an awesome counter pick to offlane against phoenix
