In the video setting in-game, turn off everything except animate portrait, shadows off, animations on low and details on low, use dx9 too. Game should be set to full screen also. That should be it for a potato PC..

When i played on a core 2 duo , i used to turn off shadows ,played on 4:3 aspect (still do that :(cuz im used to it now sadlyfe) decrease the maximum refresh rate of LCD or ur resolution , turn off vsync and almost everything other than portrait , addictive light pass , world lightening , specular , specular and light bloom . Texture and effects on normal .
After that i got 30-40 fps and it wasnt that bad u know .

          Ayaneru ¯\_(ツ)_/¯

If your fps is around 30-40 in the beginning, thats actually bad. Later in the game, where huge team fights is about to happen, your fps will drop to 20, especially if theres Spec, MK, or Krob.

Keep it atleast 60+. Make the graphics at lowest. Reach 100+ if posible.

^^^^^ if u talking bout me i got 100+ rn.
But if u are talking about @OP , u are just living a fantasy my bro , there are some things that just cannot happen , and sometimes u just have to play at a 40 fps pc , as he stated he lives in 3rd world country .
But u have one thing right , making the graphics as lowest as possible , but it gives less fps and irritates u more , so normal graphics and some lost teamfights are better .
