Depends, whether you'd like your setup to be viable long-term (able to upgrade).
If you need to play just Dota, then you can build a top system for the old 775 mbrd socket w/Xeon E5450 off chinese internet markets and GTX 1050 Ti. It won't be upgradable, but it's the most cost-efficient solution tbh.
Btw, GTX 1060 3GB is like the most dogshit GPU you can get this season.
Same for GTX 1050.
If you go for Nvidia now, then it's either 1050 TI for budget gaming, 1060 6 GB for middle-class, 1070 for pre-best, 1080 for top systems.
I don't understand, why plain 1050 and 1060 3GB even exist in 2017.
That's just not true at all, the 3gb version is only like 10% slower in most benchmarks and it costs around $50 less. The issue is for the future as games start to demand more vram, but currently it's fine. Both are overkill for dota though.
What I would do is buy a refurb hp or dell prebuilt and slap a cheap gpu in it like a 1050ti or even buy a used last gen something, like I run a card 3-4 gens older in an r9 270 and it's perfectly fine for dota and can be had used for like $70. It's about 75% as fast as a 1050ti for half the price. I'm not saying get that but used cards can be had cheap.

i3 3.4ghz, comes with windows, 4gb ram, it's plenty fast for dota 60 fps at 1080p for $130. Just make sure the case can fit your gpu cus many of these are slim cases.

gtx 1050ti for 60hz/60fps
you also shouldn't forget about cpu, dota doesn't even need a good graphics card 1050ti is quite fine for 144hz 1080p, but your cpu and ram choice is super important here. I mean any esports title pretty much needs a cpu that has really fucking good single core ipc, so this doesn't only apply to dota.
144hz + any recent unlocked and overclocked i5/i7 cpu with fast ram
60hz any cpu from at least this era will do
also ryzen's shit for high refresh rate gaming.
under 250? you're looking at second hand as your only real option. Have a look at local trade websites around you and see what you can pickup for your budget.
